“四预”之间环环相扣、层层递进，是数字孪生流域的出发点和落脚点。
“预报”是基础，对各类水安全要素进行预测预报，为预警工作赢得先机。
“预警”是前哨，对各类危害及次生灾害的预警信息指导水利工作一线，为启动预演提供指引。
“预演”是关键，在数字孪生流域中对典型历史事件场景下的水利工程调度进行精准复演，确保所构建的模型系统准确，对设计、规划或未来预报场景下的水利工程运用进行模拟仿真，及时发现问题，科学制定和优化调度方案。
“预案”是目标，确定工程调度运用、非工程措施和组织实施方式，确保预案的可操作性。
